History

The establishment of Local Management Boards (LMBs) was originally provided for in a statue that was enacted as part of Article 49D in 1990 requiring each local jurisdiction to establish a Local Management Board (LMB) and sunset on June 30, 2005. In response to the sunset of Article 49D, the Governor issued Executive Order 01.01.2005.34 on June 9, 2005 establishing the Children’s Cabinet and the Governor’s Office for Children (GOC). During the 2006 legislative session, the General Assembly passed Senate Bill 294/House Bill 301 that re-codified the LMBs. The Bills were signed into law by the Governor on May 2, 2006, re-establishing LMBs in Article 49D.

Prince George’s County was the first jurisdiction in the State to establish a Local Management Board (1992) known as the Commission for Children, Youth and Families. LMB’s are operational in all 23 Maryland Counties and Baltimore City for a total of 24 jurisdictions. The LMB composition requires both “public” agency representation and “private” community representation to achieve a public private partnership and must have representation by the Director or his or her designee of the agencies listed below:

  • Department of Family Services
  • Department of Juvenile Services
  • Health Department
  • Public Schools
  • Department of Housing & Community Development
  • Department of Social Services
  • Core Service Agency
  • County Sheriff
  • Police Chief
  • Memorial Library System
  • Parks & Recreation
  • Department of Corrections
  • Board of Education
  • State’s Attorney

The appointment of members to the Commission shall be by the County Executive, except in the case of the County Council representative, and confirmed by the County Council. There are nine (9) citizen members of which one slot will be maintained for a student under the age of twenty-one (21). LMB’s are charged with creating a vision for the role of local government and local child and family serving agencies in achieving maximum results for children and families. LMB’s are the vehicle used to accomplish systems reform of the way services are provided to children and families. Towards this end, the  LMB conducts community assessments, collects and analyzes baseline and trend data, forms community partnerships, and enhances the community’s capacity to have a positive impact on families.

The Prince George’s County Department of Family Services / Administration for Children, Youth and Families serves as the staff to the LMB.  The Department of Family Services, Office of Management Services serves as the fiscal agent for the LMB.
